Mechanisms for Development of Property Rights Institutions
Panoeconomicus 2006 Volume 53, Issue 3, Pages: 283-298, doi:10.2298/PAN0603283Z
[Abstract] [fulltext]
Article Abrstract:
The institution of property rights is increasingly recognized as an essential building block of an economically prosperous society. The question that remains unsolved, however, is how do we develop effective property rights institutions? The literature dealing with the development of property rights tends to be, in general, an optimistic one since there is a tendency to view the design of property rights institutions as maximizing decisions to economize on transaction costs and to facilitate new economic activities. On the other hand, since property rights define the distribution of wealth and political power in a society, changes in property rights structures are likely to be influenced by more than pure efficiency considerations. Therefore, in order to achieve a balanced analysis of the evolution of property rights institutions, the model of endogenous property rights creation should be modified. We did that by introducing the neoinstitutional theory of the state in the model.

Public Private Partnership as a Last Resort for Traditional Public Procurement
Panoeconomicus 2006 Volume 53, Issue 3, Pages: 299-311, doi:10.2298/PAN0603299B

This paper discusses recent changes in the way public services are delivered A marked increase in the cooperation between the public and private sector in the realization of complex projects, mostly concerning development of infrastructure, is the main characteristic of present-day developing economies. The creation of new, innovative agreements is driven by the limitation of public funds and an ever-growing demand for an increase in the quality of public services. Looking upon the western economies experience alternatives to the traditional public sector procurement are identified in the public/private partnership. The public/private partnership can be seen as one component in the rearrangement of the public sector with a management culture that focuses on the citizen or customer. Also included in this are accountability for results, investigation of a wide variety of alternative service delivery mechanisms, and competition between public and private bodies for contracts to deliver services consistent with cost recovery and the achievement of value for money. The partnership can be realized through an array of models and in this paper priority is given to the DBFO (design-build-finance-operate) model, due to its importance in implementation. The DBFO model is considered to be a synonym for the public/private partnership, as it is the most suitable for complex projects and gains the most benefits.

Exchange Rate Regime Choice
Panoeconomicus 2006 Volume 53, Issue 3, Pages: 313-334, doi:10.2298/PAN0603313B
[Abstract] [fulltext]
Article Abrstract:
The choice of an adequate exchange rate regime proves to be a highly sensitive field within which the economic authorities present and confirm themselves. The advantages and disadvantages of fixed and flexible exchange rate regimes, which have been quite relativized from the conventional point of view, together with simultaneous, but not synchronized effects of structural and external factors, remain permanently questioned throughout a complex process of exchange rate regime decision making. The paper reflects the attempt of critical identification of the key exchange rate performances with emphasis on continuous non-uniformity and (un)certainty of shelf life of a relevant choice.

Panoeconomicus 2006 Volume 53, Issue 3, Pages: 335-347, doi:10.2298/PAN0603335S

European countries are making efforts to change their educational system These changes include implementation of the ECTS (European Credit Transfer and Accumulation System) and are based on the Bologna Declaration. Adoption of ECTS will necessitate new quality standards in higher education especially in grading procedures. With only small modifications, the control charts(such as p-charts) used in production and distribution applications can be applied to educational purposes.
